Understanding manufacturer test certificates: what they actually tell you

Wire often arrives with a test certificate, and for procurement teams it's easy to file it away without a second look. But that document is one of the most useful quality tools you have — provided you know how to read it. Here's what a manufacturer test certificate is, the different types you may receive, and what each actually guarantees.

What a mill test certificate is

A mill test certificate (MTC), sometimes called a mill test report, is a document issued by the manufacturer recording the measured properties of a batch of material against the standard it was ordered to. Rather than a general assurance, a good certificate is a record of this material — its chemistry, its mechanical properties, and its conformance to specification.

The four common certificate types (EN 10204)

The most widely used framework for classifying these documents is the EN 10204 standard, which defines four types. The differences come down to what was tested and who validated it:

  • Type 2.1 — Declaration of compliance: the manufacturer states the material conforms to the order, with no supporting test results.
  • Type 2.2 — Test report: the manufacturer confirms conformity and supplies results from non-specific inspection — general testing, not necessarily performed on the exact items delivered.
  • Type 3.1 — Inspection certificate: results from specific testing on the actual delivered product, validated by the manufacturer's authorised inspection representative who is independent of the manufacturing department. This is the type most quality-conscious buyers ask for.
  • Type 3.2 — Inspection certificate: as 3.1, but validated by both the manufacturer's representative and an independent inspection body or the customer's own representative.
A 2.1 is a promise; a 3.1 is a measured record traceable to your delivery.

What's typically on the certificate

A specific (3.1-type) certificate usually carries:

  • The heat or cast number — the fingerprint linking the material to a specific melt
  • Chemical composition (carbon, manganese, silicon, and any alloying elements like chromium)
  • Mechanical properties such as tensile strength, and where relevant, elongation or reduction of area
  • Dimensional data and the standard(s) the material conforms to

Why it matters to you

The certificate lets you confirm the material meets your specification before it goes into production, rather than discovering a problem downstream. Just as importantly, the heat number ties the delivered wire to a specific batch — the foundation of traceability, and often a hard requirement for customers working to quality systems such as automotive IATF 16949.
